Introduction
Recent UK data indicates that child sexual exploitation (CSE) and child criminal exploitation (CCE) remain significant safeguarding concerns. According to the Department for Education, over 12,000 children were assessed as affected by CSE in the most recent reporting year (around 3% of all children assessed by services), while police in England and Wales record more than 115,000 child sexual abuse and exploitation offences annually, with online abuse forming a rapidly growing proportion, as highlighted by the National Police Chiefs’ Council. Girls are disproportionately represented in CSE data, although boys are also affected and may be under-identified. In relation to CCE, particularly county lines activity, the Home Office estimates that approximately 15,500 children were identified as at risk of or involved in criminal exploitation in the latest year, though this is widely considered an underestimate. The Centre of expertise on child sexual abuse and other safeguarding bodies consistently caution that both CSE and CCE are significantly under-reported, meaning the true scale is likely substantially higher than official figures suggest.
